The plan resulted from Buenos Aires' Mayor Osvaldo Cacciatore's initiative in 1978 of replacing the city's thousands of apartment building incinerators for curbside pickup service. The reserve's landfills absorb most of the 5,400 daily tons of refuse generated in Buenos Aires.
