Turner served in the Wisconsin State Assembly as a Republican 1863-1864, 1866, 1869 and served as the chief clerk of the Wisconsin State Senate 1876-1878. He also served as mayor of Portage, Wisconsin and was Wisconsin Railroad Commissioner 1878-1882. He wrote pamphlets and articles about the history of Portage, Wisconsin and the Republican Party.
