It originally covered most of the southern part of Ontario, from Colborne to Niagara Falls to Kitchener-Waterloo. (The rest of Ontario was served by 613.) It has been split twice. The western portion of 416 became area code 519 in 1953, and in 1993 the remaining portion of 416 outside of what was then Metro Toronto became area code 905, which surrounds 416. With the consolidation of Metro Toronto into the "megacity" of Toronto in 1998, 416 became the only area code in Canada serving only one city.The 1993 split was intended as a long-term solution to relieve exchanges in Canada's largest toll-free calling zone. However, within only five years, 416 was once again close to exhaustion due to Toronto's rapid growth and Canada's inefficient system of number allocation (there is no number pooling in Canada, so each CLEC is assigned 10,000-number blocks). The number allocation problem was exacerbated by the proliferation of cell phones, pagers and fax machines. However, splitting Toronto between two area codes was not feasible because of the area's high population density and lack of a well-defined boundary along which to split. Additionally, telephone companies wanted to spare their customers the burden of changing their numbers, which would have required the en masse reprogramming of cell phones and fax machines. On 5 March 2001, 416 was overlaid with area code 647, Canada's first overlay code. The implementation of 647 made ten-digit dialing mandatory in Toronto. The successful implementation of 647 made overlays standard in Canada for future relief, even in large rural areas.Within a decade, 416 and 647 were again close to exhaustion; area code 437 was introduced as a second overlay for Toronto, and commenced operation on March 25, 2013.
