He was in private practice in Bramwell, West Virginia from 1891 to 1901. On June 18, 1901, Keller received a recess appointment from William McKinley to a new seat on the United States District Court for the Southern District of West Virginia created by 31 Stat. 736. Formally nominated on December 5, 1901, he was confirmed by the United States Senate on December 17, 1901, and received his commission the same day.
