Strickler was born in Lancaster, Pennsylvania. He enlisted in the military during World War I and served in the Mexican Border Campaign in 1916; he was wounded while serving in France in 1918. Strickler then enrolled in Cornell University, graduating in 1922 after serving as president of the Quill and Dagger society in his senior year. After college, Strickler returned to Lancaster, opening a law firm and soon after winning election as State Representative. In 1932, he was appointed as the city's police chief and worked aggressively to combat bootleggers. Returning to the military during World War II, Lieutenant General Strickler held a command in the 28th Infantry Division, landing at Omaha Beach, and fighting in the Battle of the Bulge. In the waning days of his term, Strickler resigned as Lieutenant Governor of Pennsylvania to become commanding general of the 28th during the Korean War.
