He also earned a Licentiate of Canon Law degree from St. Paul University in Ottawa, Canada in 1992. Prior to being appointed bishop, he was vicar general of the Archdiocese of Oklahoma City from 1996 to 2012 and rector of the cathedral from 2002 to 2012. On October 2, 2009, he was appointed a Prelate of Honor to Pope Benedict XVI, with the title reverend monsignor.
