Carr was in private practice in Florida from 1954 to 1978. He served as assistant county attorney to the Board of County Commissioners of Polk County from 1959 to 1973 and county attorney from 1973 to 1978.President Jimmy Carter nominated Carr to the United States District Court for the Middle District of Florida on November 21, 1977, to the seat vacated by Charles R. Scott. Confirmed by the Senate on December 15, 1977, he received commission the next day. Carr served as chief judge from 1989 to 1990.
