He was admitted to the bar in 1827 and commenced the practice of law while he resided at Woodstock, Virginia. He was elected as a Democrat to the Twenty-sixth Congress (March 4, 1839-March 3, 1841). He was cousins with Isaac Samuels Pennybacker, a congressman and later senator from Virginia. He was a member of the State constitutional convention in 1850 and 1851. He was elected judge of the circuit court in 1850 and of the Court of Appeals in 1852.He died in Richmond, Virginia and was buried in the Old Lutheran Graveyard in Woodstock.. }
