From 2004 to 2006, he served as an advisor for international relations for the interim government. Afterward, he became a senior advisor for International Organization for Migration in Haiti, where he was tasked with returning deportees. He wrote a book about how to improve the relationship between the Dominican Republic and Haiti. Among the issues that concerned him was a 2013 Dominican court ruling that removed citizenship rights to the children of undocumented foreigners.He died of a heart attack on February 28, 2014 in Port-au-Prince. He is survived by his wife, Evelyn Margron Alexandre, a daughter, Rachelle Alexandre, and three grandchildren.
