He was in private practice in Corsicana, Texas from 1859 to 1864, and then in Houston, Texas. During that time, he served as county attorney for Harris County, Texas and as a district attorney for the State of Texas, in Austin, Texas. He was a U.S. Attorney for the Eastern District of Texas from 1869 to 1870.Winch was a federal judge. On October 11, 1870, Winch received a recess appointment from President Ulysses Grant to a seat on the United States District Court for the Eastern District of Texas vacated by John C. Watrous. Formally nominated on December 15, 1870; Winch was not confirmed by the United States Senate, and his service was terminated on March 3, 1871.He resumed his private practice in Houston until his death there in 1880.. }
