Bisho'ur, meaning idiot, was created to emphasize the contradictory nature of the religious government regime in Tehran. Kasra Nikzad, who represented and worked with the regime at the time was said to have confounded the citizens with speeches full of Islamic dogma, but when pressed on matters resorted to explaining government decisions based on self-interested egoism.
