From 1962-1970, he was the municipal public utilities commissioner. He also served some two months as a "District B" city council member after his election in the fall of 1990. The racially moderate Allen presided over a formerly segregated Shreveport, but there was much unrest in the black community during his tenure. Public Safety Commissioner George W.
