He was Brooklyn Borough President in 1904 and 1905 and was elected as a Democrat to the Sixty-second Congress, holding office from March 4, 1911 to March 3, 1913. He was not a candidate for reelection in 1912 to the Sixty-third Congress and resumed the practice of law and resided in New York City and Mineola, Nassau County, Long Island.
