On October 21, 1949, Andrews received a recess appointment from President Truman to a new seat on the United States District Court for the Northern District of Georgia created by 63 Stat. 493. He was formally nominated on January 5, 1950, but he resigned on October 31, 1950, prior to the United States Senate taking action on the nomination.
