He graduated from Canisius College in Buffalo, New York. He was an accountant in the office of the New York, Chicago & St. Louis Railroad at Buffalo for five years. He returned to Erie and engaged in the hardware business, and later organized and was secretary-treasurer of a brewery company. In 1911, he organized and became president of the Vulcan Rubber Company. He served as mayor of Erie from 1906 to 1911. He was a delegate to the Democratic National Conventions of 1908, 1912, 1916, 1920, and 1924.Liebel was the Democratic representative of the 25th District of Pennsylvania to the Sixty-fourth Congress from 1915 to 1917. He was not a candidate for renomination. He resumed his former business activities, and died in Philadelphia, Pennsylvania, in 1927. Interment was at Trinity Cemetery in Erie.. }
