He was a Minnesota state representative from 1957 to 1969. He was the United States Attorney for the District of Minnesota from 1969 to 1977. Renner was a federal judge on the United States District Court for the District of Minnesota. Renner was nominated by President Jimmy Carter on November 30, 1979, to a new seat created by 92 Stat. 1629. He was confirmed by the United States Senate on February 20, 1980, and received his commission the same day. He assumed senior status on February 22, 1992.
