He received an LL.B. from the University of Texas School of Law in 1949, entering private practice in Houston, Texas from 1949 to 1961. He was a U.S. Attorney for the Southern District of Texas from 1961 to 1966. On June 28, 1966, Seals was nominated by President Lyndon B. Johnson to a new seat on the United States District Court for the Southern District of Texas created by 80 Stat. 75. He was confirmed by the United States Senate on July 22, 1966, and received his commission on July 23, 1966.
