Located in Lower Saxony, the district was created for the 1949 election, the first election in West Germany after World War II. The constituency had been held by the Social Democratic Party of Germany (SPD) since the 1969 election, however at the 2009 election, it was won by the Christian Democratic Union (CDU). The constituency consists of the independent town of Delmenhorst and the counties of Oldenburg and Wesermarsch. Since April 2010, the district representative has been Ewa Klamt. She replaced Astrid Grotelüschen, who had gained the seat in 2009. Grotelüschen had resigned after being appointed as Agriculture Minister for the state of Lower Saxony.".
