The organization's dissident views made it a target of federal, state, and local authorities, who disrupted its meetings and arrested a number of its leading participants under provisions of the Espionage Act. The People's Council was succeeded in 1919 by a new group based in the same New York City headquarters, the People's Freedom Union.".
