On April 18, 1929, Coxe was nominated by President Herbert Hoover to a new seat on the United States District Court for the Southern District of New York created by 45 Stat. 1317. He was confirmed by the United States Senate on April 29, 1929, and received his commission on May 1, 1929. He assumed senior status on January 31, 1951, serving in that capacity until his death, in Old Lyme, Connecticut.Coxe was the son of the US Circuit Court of Appeals Justice (2nd Circuit) Alfred Conkling Coxe, Sr., great grandson of Alfred Conkling, who served as a U.S. Representative from upstate New York and a judge in the Northern District, and grand nephew of Roscoe Conkling, who was a Congressman and Senator from New York and boss of the state's Republican political machine.
