He attended the common schools and then engaged in agricultural pursuits.Cilley was appointed by President John Adams as United States marshal for the district of New Hampshire on March 19, 1798, and served until May 3, 1802. He was elected as a Federalist to the Thirteenth and Fourteenth Congresses (March 4, 1813 – March 3, 1817). After leaving Congress, he served as a Colonel and aide on the staff of Governor John Taylor Gilman 1814–1816. He retired from public life and died in Nottingham in 1831. He was buried in the General Joseph Cilley Burying Ground in Nottingham Square.Cilley was the uncle of Jonathan Cilley and Joseph Cilley.
