He was a soldier in the American Revolutionary War, serving first as major of the Pasquotank Minutemen and later as lieutenant colonel of Gregory’s Continental Regiment.Burgess was elected as a Republican to the 4th and 5th U.S. Congresses, serving from March 4, 1795 to March 3, 1799.
