Matches in DBpedia 2014 for { ?s ?p The High Council of Justice (HCJ, Albanian: Këshilli i lartë i Drejtësise or KLD) is an Albanian justice advice organ. It is the most important leaders who try to maintain balance in the Albanian legal system. This body was established in April 1992, by a change in the Constitutional provisions. High Council of Justice and its activity was predicted by the current Constitution in Section 9 thereof, while the structure is determined primarily on Article 147. Subsequent legislation, completed in 2002, predicted the legal framework to regulate the functioning of this body that already existed for years. Under the constitutional and legal arrangements HJC is not a court but a body ekzekutivo mixed-trial, which oversees and controls the judges of first instance and appeal. Similar bodies exist in a number of countries in Western Europe, already represented by the European Network of Councils for the Judiciary. Its functions include the appointment of judges, transfer of judges, periodic evaluation of judges, investigating complaints against extra judicial activities of judges, disciplinary and dismissal of judges. With its powers of appointment, evaluation and judicial discipline, the High Council of Justice is a crucial institution for ensuring the integrity of the Albanian legal system. The way the High Council of Justice is currently structured is appreciated by all the factors that monitor the judicial system reform. On the organizational side, in many respects it is a balance model. Executive members of important administrative functions and also members of the Council appointed by Parliament occupy an important place in the Council, most Council members are judges. Therefore, an independent judiciary has the largest share in disciplining its members, but this power konrollohet by the President and Minister of Justice. HJC already has strong legal basis for promoting an impartial judiciary, capable and independent.
