His writings focus on security issues, especially relating to governance, law enforcement and counterterrorism. Prior to his academic career in the United States, he served in the security sector for the Pakistani government during Prime Minister Benazir Bhutto's administration (1994–1996) and under President Musharraf (1999–2001). Since 2011, he has lectured in International Security Affairs. He is also the Chair of the Department of Regional and Analytical Studies at the National Defense University (NDU) in Washington DC. In 2009, Abbas was selected for the coveted Bernard Schwartz fellowship at Asia Society New York. He is now a senior advisor for the organisation.Abbas holds an MALD and PhD from the Fletcher School of Law and Diplomacy, Tufts University, an LLM in International Law from the University of Nottingham School of Law (as a Britannia Chevenning Scholar) and a Master's in Political Science from Government College, Lahore, Punjab University, Pakistan.Abbas led the Independent Commission on Police Reforms in Pakistan in 2012 (which included senior police officials from Pakistan and practitioners from the US). The year long effort was supported by the Asia Society and the final report (Stabilizing Pakistan Through Police Reforms) is available on the Asia Society website.His most well known book Pakistan's Drift into Extremism: Allah, the Army and America's War on Terror was favorably reviewed by media outlets such as The New York Times, Boston Globe and various South Asian newspapers Other publications include; Pakistan 2020: A Vision for Building a Better Future by Asia Society and Ali Ibne Abi Talib on Leadership and Good Governance by Watandost Press.
