- aggregation abstract "De voorbije twee decennia kenmerken zich door een groeiende academische interesse in internationale politiemissies. De hervorming and versterking van de politie in landen in transitie werd door de internationale gemeenschap steeds meer als een cruciaal element beschouwd in vredesopbouwende missies. De relatie tussen de ontwikkeling van professionele politiemachten en het ontstaan van Westerse democratieën ontging de international gemeenschap niet. De Weberiaanse visie dat staten een monopolie dienen te hebben over het gebruik van legitiem geweld vestigde de international aandacht op de politie van landen die een transitie ondergaan. Dit onderzoek stelt de conventionele aanpak van internationale politiemissies in vraag. Deze zouden zich immers enkel op de staatspolitie richten. Het onderzoek bouwt voort op inzichten verworven in literatuur over de fragementisering van politie in zowel Westerse democratieën als landen die een transitie ondergaan. Of een dergelijke fragmentisering zich ook voordoet in landen in transitie werd onderzocht door middel van een gevalstudie in Kosovo. Verder werd ook onderzocht hoe de internationale gemeenschap zich verhoudt tot niet-statelijke veiligheidsactoren zoals private veiligheidsorganisaties, bendes en politiesystemen die gebaseerd zijn op de Kanun. Deze elementen van fragmentisering en internationale politiemissies werden onderzocht aan de hand van een veldonderzoek en 103 interviews. Bovendien werd onderzocht hoe de internationale gemeenschap haar macht aanwendt op het gebied van politie door middel van een conceptuele lens die gebaseerd is op algemene top-down en bottom-up strategieën. Dit onderzoek kwam tot de vaststelling dat de internationale gemeenschap wordt geconfronteerd met een aantal dilemma’s die gerelateerd zijn aan deze strategieën. Dit onderzoek biedt een dieper inzicht in de fragmentisering van de veiligheidsvoorziening in landen die een transitie ondergaan en de algemene strategieën die gebruikt worden door de internationale gemeenschap in deze veiligheidsvoorziening in vredesopbouwende missies. Het besluit dat een enge, staatsgerichte focus op het gebied van politie in dergelijke missies negatieve gevolgen kan hebben op de ontwikkeling van een rechtstaat.".
- aggregation abstract "Over the past two decades international policing missions have received a lot of scholarly attention. Police reform and international policing assistance has increasingly been perceived as crucial elements in peacebuilding operations. Indeed, the relationship between the creation of professional police forces and the development of Western civil democracies did not go unnoticed. The Weberian notion of the state’s monopoly over the legitimate use of coercive force, has therefore increasingly put the spotlight on the police in transitional societies. This study examines the conventional wisdom of international policing which seeks to strengthen the state police in transitional societies and builds on a growing body of literature on the pluralization of policing in Western democracies and transitional states which contends that the state police is merely one security provider in a complex network of other security providers. Through a case study in Kosovo, this study explores possible forms of plural policing and the relationship between peace-builders and non-state policing agents such as private security companies, gangs and Kanun-based policing systems. Based on field research and 103 interviews the international intervention in Kosovo and elements of pluralization are examined. This study furthermore analyzed the way in which the international community exercised power in the field of policing through a conceptual lens of general top-down and bottom-up approaches. It found a number of dilemmas the international community is faced with when being engaged in policing missions in transitional societies. The study provides deeper insights in the field of (plural) policing in transitional societies and overall policing strategies used by the international community in peacebuilding operations. It concludes that a state-centred focus on policing in peacebuilding operations might have negative consequences on the establishment of the rule of law in transitional societies.".
