He was in the United States Army during World War II from 1942 to 1946, and then entered private practice in Tulsa, Oklahoma from 1946 to 1951. He was an Assistant chief counsel and acting chief counsel, Southwestern Power Administration, U.S. Department of the Interior, Tulsa, Oklahoma from 1951 to 1954, then returning to private practice of law in Tulsa until 1962. On July 18, 1962, Barrow was nominated by President John F. Kennedy to a seat on the United States District Court for the Northern District of Oklahoma vacated by Royce H. Savage. Barrow was confirmed by the United States Senate on August 1, 1962, and received his commission on August 2, 1962. He served as chief judge from 1962 until his death in 1979.. }
