An active owner, Manley also served as vice president and treasurer of the Negro National League at one point. He met his wife, Effa, at a New York Yankees game in 1935, and he involved her in the operation of his club.Manley was born in Hertford, North Carolina and died in Germantown, Pennsylvania.He was among the 94 Negro League figures on the Baseball Hall of Fame ballot in 2006, but he was not selected. Instead his wife became the first woman to be inducted into the Baseball Hall of Fame.".
