- Allen_Shofe abstract "Allen Shofe is an American business executive best known for his role in vaccine response after the anthrax attacks that followed 9/11. Shofe is an executive at anthrax vaccine producer Emergent BioSolutions; contributor to the Security and Defence Agenda (security and defense stakeholders among the European Union, NATO, and foreign governments); and delegate to the 2008 international meeting of the United Nations Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and their Destruction. After the anthrax attacks following 9/11, Shofe became known for bringing down would-be competitors in defense of the integrity of the U.S. anthrax vaccine supply and unapologetically defending the importance of Emergent’s product. In 2006-2007, when biotech company Vaxgen sought to sell its own anthrax vaccine to the federal government, Shofe led a government relations effort to cancel the federal Vaxgen contract. Vaxgen had focused its efforts on a new form of the anthrax vaccine, for which it was awarded a $877 million contract to provide the vaccine under the Project Bioshield Act. In December 2006, HHS unilaterally withdrew the $877 million contract, sending the stock tumbling as low as $1.20 per share. As a result, Vaxgen's stock price plummeted and Vaxgen went out of business. The L.A. Times reported, "The company and its allies in Congress ridiculed VaxGen and impugned the competence or motives of officials who supported the new vaccine.” In defense of his effort, Shofe said, "We had 500 employees who were about to lose their jobs, and we went out and became advocates for them.” When another rival company, PharmAthene, attempted to copy a product originally produced by the British government, Shofe derided the company as "a virtual company run by a bunch of political hacks" working "out of a warehouse."".
