Victims were aged between 8 and 47 years, most being aged 13–16.The Director of Public Prosecutions (DPP) described the report as marking a "watershed moment" and apologised for "shortcomings" in the handling of prior abuse claims. The report's publication resulted in criticism (from former newspaper editor Charles Moore and University of Edinburgh researchers Cree, Clapton and Smith) regarding the treating of allegations as facts. The DPP acknowledged that lack of evidence can lead to the view that prosecutions should not be made. It was concluded by the DPP's Principal Legal Advisor that Savile could have been prosecuted for offences against at least three victims.After the report's publication, investigations were initiated regarding further hospitals. Ex-Metropolitan Police Commissioner Peter Spindler (who had previously led Operation Yewtree) estimated that there may be many more victims who had not come forward. It was claimed in the Yorkshire Evening Post that Savile's grooming of people may have extended to police officers.".
