However, by 1967 the party was facing internal divisions, while its two popular leaders Jawaharlal Nehru and Lal Bahadur Shastri had both died. Indira Gandhi had succeeded Shastri as leader, but a rift had emerged between her and Deputy Prime Minister Morarji Desai, who had been her rival in the 1966 party leadership contest.The decline in support for Congress was also reflected by the fact it lost control of six state governments in the same year. The party's electoral losses led to Gandhi becoming assertive and opting for a series of choices that put her against the rest of the party establishment. The internal strife continued to worsen until she was expelled from the party in November 1969, an action that split the party into two factions: the Congress (O) led by Desai, and the Congress (R) led by Gandhi. She continued to head a minority government with support from the CPI until she called an early election in 1971.".
