The OMB defines a Combined Statistical Area as an aggregate of adjacent Core Based Statistical Areas (CBSAs) (either Metropolitan Statistical Areas or Micropolitan Statistical Areas) that are linked by commuting ties.The Combined Statistical Area is the most extensive of the metropolitan area concepts defined by the OMB. The population of a Combined Statistical Area is the sum of its (often similarly named) constituent Core Based Statistical Areas. Many other metropolitan areas such as Phoenix, San Diego, Tampa and San Antonio have only a single urban core, and thus have no associated CSA. In addition, the U.S. Census Bureau considers only the U.S. resident population of metropolitan areas adjacent to international borders, such as Detroit, San Diego, Buffalo, and El Paso. The bureau does not count people living near the United States but not actually in the country, such as Canadians living near Detroit or Buffalo, or Mexicans living near El Paso or San Diego.".
