- Administration_Police abstract "The Administration Police (abbreviated as A.P.) is a paramilitary security unit belonging to the Government of Kenya. It was formed in 1958 when it took over the Tribal Police Ordinance, which was established 1929.The Administration Police is a separate department of the Ministry of State for Provincial Administration and Internal Security and is located in Nairobi. The PC Chapter 63 of the (former) Laws of Kenya states that the Police Force includes the force defined in section 2 of the Police Act as well as the Administration Police Force established under the Administration Police Act; Chapter 75 Section 2 states that the term Police officer means either/both a Police officer and/or an Administration Police officer. The Administration Police force is headed by Deputy Inspector Of Police(DIG) Mr Samuel Arachi Mwongera.The Administration Police has three major units:Rapid Deployment Unit (RDU)-emergency response unit.Rural Border Patrol Unit (RBPU)-for border patrol and security.Security of Government Buildings (SGB)-VIP protection and vital government installations.The AP is now a fully equipped unit and ready to tackle any eventuality regarding law breaking or emergency. It also has an anti riot unit to deal with rioters, cattle rustlers, border security and other violent law breakers.RAPID DEPLOYMENT UNIT(RDU)It is the equivalent of the well-known GSU of the Kenya Police Service. In Swahili its known as 'radi'. The unit was initially headed by retired Senior Assistant Commandant(SACAP) D.G. MAWINYI. It is now headed by Senior Assistant Commandant(SACAP) Mr. Elijah Osondo.HISTORY OF RDUIn essence, the whole Administration Policeis rapidly deployable in event of war oremergency in accordancewith the Administration Police Act section 5(ii). Throughout the 1960s it was deployedregularly to fightthe shifta menace in North Eastern Kenya,the poaching wars of the seventies andeighties and warlikeactivities in the North Rift from the eighties.The practice was to detach elements fromless challenged Districts and APTC staff andcoursemen to specifically counter certainhostilities.During that same period certain Ad-hoc unitswere also formed to address specificlocalized situations.These included; • Anti-Shifta Unit - Formed in 1980 and was based at Garissa District . Anti-Bandit Unit – Formed in 1986, based in Tana River and Lamu districts. • Rapid Anti-Bandit Unit – Formed in 1997, based at AP Training College.It was later changed toRapid Deployment Force. Notwithstanding all the sterling efforts of theforce during these operations, thesustainability of these operations were oftenlimited.It is with this in mind that the inception of theRapid Deployment Unit was effected in theyear 2000. The Unit which receivesadditional tactical training(by the U.S Marines) brings theadvantages of;Having specifically dedicated and preparedpersonnelPossessing ready supplies, transport andsupportRegular training and updatingNot interrupting AP duties in the unaffecteddistricts.The unit was fully operational by then under acommanding officer ACAP D. G. Mawinyi.The unit may be called to any part of Kenyato respond for a limited duration to anyemergency or threatto law and order.The unit is also well conversant with andapplies humane and community based stylein restoring law and order. DEPLOYMENT OF RDURapid Deployment Unit since its inceptionhas undertaken several assignments tocontain law and order. Among such operations are; “Linda Amani” – Tana River District ( Nov2001 – May 2002)To restore peace between the warring tribesof Pokomo and Orma over various resourcebased issues and political instigation, onecompany was deployed.During the operation assorted automaticrifles and home made guns were recoveredand normalcy restored using negotiation andpeace building skills. Isiolo District ( Aug 2002 – Jan 2003)Two platoons of the RDU were deployed inisiolo district in 2002 to contain rising acts ofthuggery and tribal skirmishes betweenBorana and Somali communities along theWajir/Isiolo border. The clashes wereexacerbated by perennial rainfall shortagewhich reduced water points in the area. Theupcoming elections of December were also acatalyst.RDU personnel managed to contain thesituation and recovered home made guns,crude weapon and assorted automaticfirearms, and the elections were held inrelative peace. Laikipia District (October 2003)Prolonged drought and late rains severelythreatened nomadic pastoralists leading toinvasion of predominantly settler ownedranches by maasai herders. RDU firstsecured possession of the ranches thenproceeded to broker agreement on pasturesharing between the contending parties. Theoperation was so effective that RDU presencewas no longer necessary after three weeks. Likia/Mau-Narok – Nakuru district ( June–Sept, 2004)In June, 2004 the government declared Mau-Narok forest be vacated by squatters whowere destroyingrainfall catchment. The government verdictwas met with resistance which precipitatedthe deployment of security personnel amongthem one Company of RDU to enforce theorder.After the withdrawal of other security agents,RDU personnel remained on the ground tomop up any evaders.The exercise wascarried out with utmost humanity andconsideration. Fire fighting in Trans-Nzoia, Eburu andKoibatek (Feb, 2005)In February, 2005 a company of RDUpersonnel were deployed to put off wild firesin Trans Nzoia, Eburu and Koibatek forestsIn Trans Nzoia they tackled two forest fires,one on Mt Elgon and the other in Kaboletbordering West Pokot and Marakwetdistricts. On extinguishing the same theyproceeded to koibatek and Eburu in Nakuruputting off the fires after several days.While in Trans Nzoia they averted a skirmishwhich was looming in a contentioussettlement. West Pokot District (April 2005)On April, 2005 a company of RDU wasdeployed in the areas of Tilau, Kaibos, Siyoiand Kipsait also covering Lelan, Kamatiraand Kaboret forests in West Pokot. Theoperation was to recover firearms andcontain lawlessness. Several weapons wererecovered. Baringo District (September 2005 - April 2006)On 30 September 2005 two platoons ofRapid Deployment Unit were sent to Baringodistrict to disrupt tribal clashes betweenNjemps and Pokot in Rugus sub-location inMakutano division.The unit managed to restore peace in thearea and achieved among others;The re-opening of schools in the affectedareaRecovery of stolen livestockRepair of access roads in the area throughcommunity policing and food for workprogrammes and Construction of an APCamp. Marsabit - Moyale(September 2006)Two platoons were deployed alongsideKenya Army operating from Sololo andMoyale to flush out alleged Oromo LiberationFront (OLF) guerillas. The exercise whichlasted 30 days served to assure aneighbouring country that Kenya is notharbouring rebels and insurgents. Thirty onearrests, one rifle and assorted paraphernaliawere recovered. Laikipia/Samburu (October 2006 ongoing)Two platoons are deployed to stem cattlerustling and animosity arising over conflictbetween herders and small scale farmers.A truce has bee brokered with the farmers,however cattle raiders from a neighbouringDistrict have maintained some tension. Kuresoi (October-2006ongoing)One platoon is based at Kuresoi, Kamatiraarea to prevent arsonists and ease ethnictensions which had flared up. Liboi (November 2006)A recce group and pioneer element haveadvanced to scout the area in response tocross border incursions from Somalia. Garisa Anti-alshabaab(2013–Present)Pioneer platoons headed by the managed to bring business back to normal after a series of explosive attacks. The operation is still on-going until the area is fully calm.Generally all RDU operations have been a success due to hard work, commitment and team work.".
