An attempt was made to remove Van Waters because of alleged irregularities at the reformatory, but she was cleared of all charges. FOF then worked on development of rehabilitation methods, public education in penology, and improving the practices of government agencies concerned with the accused or convicted. It established a halfway house in 1964 and a friendly visitors program.".
