She served as regional director for the National Recovery Administration (1935) and the Social Security Board (1936-1943) during the New Deal; on the Retraining and Reemployment Administration (1941-1945), War Manpower Commission (1942-1945), and Office of Defense Health and Welfare Services during World War II; consulted for the National Security Resources Board, Bureau of Employment Security, and War Mobilization and Reconversion Advisory Board in the postwar period; was Assistant Secretary of Defense for Manpower and Personnel under George Marshall (1950-1953), the highest post ever held by a woman in the defense establishment; and in Sept. 1951 she chaired the Defense Advisory Committee on Women in the Services. In 1919 she married businessman Julius Rosenberg; they had one son and were later divorced. In 1963 she married Paul Gray Hoffman.".
