The data were collected in spring, 1969, from the Milwaukee, Wisconsin, area. The study explored the distribution of government services among different segments of the population. The measure of consumption was whether respondents had had contact with one or more of a group of 45 agencies or programs. Respondents were asked a series of attitudinal questions to measure the association between the consumption of government services and their espousal of supportive or non-supportive attitudes toward the regime. For those respondents who had contact with one of the agencies or programs a supplementary set of questions dealt with the contact, and satisfaction or dissatisfaction with the services they had received.".
