In this paper, we explore a methodology for a Decision Support System that could help policymakers cope and incorporate the problems’ complexity during the design and implementation of their policies. The methodology is based upon a systematic exploration of the problem space supported by expert knowledge and case study research to define the parameters that describe a given policy process. The relevance of the methodology in the context of the literature in policy failure and evidence-based policymaking is discussed. A small-scale experiment is set in the frame of Urban Vehicle Access Regulations in Europe where an application of the methodology suggests that the methodology could facilitate case data analysis, the identification of alternative policy configurations and key implementation aspects of the policy strategy, and the drafting of alternative scenarios based on possible configurations and strategies.".
