In this rapidly changing world, the right to lifelong learning is becoming increasingly important. However, not everyone gets equal opportunities for lifelong learning. With this research, I aim to accumulate knowledge on how regulations can reach vulnerable target groups, in particular workers in micro-enterprises.. As existing research is limited to socio-economic or psychological perspectives, the legal delineation of the right to lifelong learning and the interaction (in the form of conflict or cooperation) between different policy levels is unknown territory. This research considers the impact of the international right to lifelong learning on the national legal framework and subsequently examines the existing legal framework, thresholds and possible regulatory adjustments. The regulation is examined from the bottom-up perspective of a micro-enterprise. Through case study research in three selected sectors that score poorly on training rates, three main areas of regulatory tension are studied: international & national, national & regional, sectoral & individual. The research will not only contain qualitative legal research, but by using semi-structured expert interviews and the vignette method, experiences with the application of the right to lifelong learning in practice will also be included.".
