All too often a classic urban-rural dichotomy is used. On behalf of the Flemish Land Agency a research project tried to obtain a clear and dynamic definition of the Flemish countryside, to support Flemish rural policy aims. First, an analysis of the currently used definitions of the countryside, in Flanders and surrounding countries, was made. Second, dynamic sets of criteria were developed, each making up a new definition of rural Flanders, according to the policy aims concerned. However, this flexible method makes clear that many policy issues are not unambiguously rural or urban. The dynamic sets of criteria therefore support a plea for a more problem-oriented funding structure, abandoning the urban-rural dichotomy.".
