Socio-ethnic desegregation is, therefore, approached with relatively ‘soft’ measures and is by definition a long-term process. Secondly, they argue that Flemish policymakers have high expectations of policies aimed at countering socio-ethnic segregation in primary education. However, the underlying assumptions are insufficiently underpinned by scientific research findings, and research into the effects of desegregation policies is scarce. This means that both the legitimisation and effectiveness of the current desegregation policy remain questionable. Thirdly, the authors argue that given the uncertain benefits of mixing school populations at the level of pupils and the persistence of migrant concentrations in urban schools, educational policy should focus more on the provision of high-quality instruction in ‘black’ schools, rather than striving for mixed schools per se.".
