- aggregation abstract "Karen Del Biondo makes an assessment of the application of the political dialogue between the European Union and African, Caribbean and Pacific countries, which was introduced in 2000 by the Cotonou Agreement. By means of a strong and formal political dialogue, the EU hoped to promote democracy and human rights without having to resort to aid sanctions, which would bring more partnership into the ACP-EU relations. The author, however, notes several weaknesses. First, political dialogue did not manage to replace or facilitate conditionally: there was little interest in a formal EU dialogue, on top of the dialogue by the European Commission and Member States; the preventive aspect of the dialogue was obstructed by the discussion on its formal character; and political dialogue did not succeed when positions were too divergent. Secondly, the ACP group does not perceive the political dialogue as an expression of partnership; like conditionally political dialogue is seen as an attempt to violate the sovereignty of developing counties. Finally, as the political dialogue also includes security aspects, the latter tend to dominate the political dialogue in some cases, at the expense of democracy and human rights issues.".
