The UCI later announced that no other placings would be changed as a result, meaning that the first place and third place positions will be left blank in the record books.The race was seen by 15 million spectators along the road, and by 2 billion viewers on TV.In August 2013, Jan Ullrich—arguably Lance Armstrong's biggest Tour de France rival—reportedly said that Armstrong should have his seven stripped wins reinstated, due to the prevalence of doping at the time. He had won the 1997 Tour and finished second to Armstrong three times—in 2000, 2001 and 2003—but declined to stake a claim for his rival's stripped titles.".
