Another act of crime occurred in February, where the attempted rape of a young student on a university campus in San Cristobal led to protests from students over crime; these protests expanded to other cities, where opposition leaders quickly became involved. Student protests coincided with the commemoration of the Battle of La Victoria on 12 February 1814, during the Venezuelan War of Independence, when the independence forces armed thousands of college and seminary students at the shortage of troops. This date is also known as National Youth Day. The protests have been called a "Venezuelan Spring", in reference to the ongoing Arab Spring. These protests opposing the current government have taken place in cities around the country; clashes that have resulted from these protests have led to arrests, from 600 to 5000 injuries, and 41 deaths.President Nicolás Maduro said that there is an economic war being waged against his government, and blamed capitalism and speculation for causing high inflation rates and goods scarcities. In an op-ed published by the New York Times, Maduro wrote that as a former trade union leader, he believes profoundly in the right to peaceful assembly and protest but that those who commit crimes must face the justice system. He also stated that the government believes half the deaths to have been caused by the protesters, and accused them of causing several millions of dollars' worth of damage to public property. He stated that the protesters have an undemocratic agenda and are supported by the wealthy while receiving no support from the poor. He added that crimes by government supporters will never be tolerated, and that the government has opened a Human Rights Council to investigate any issues, as "every victim deserves justice".The government arrested former mayor of Chacao Leopoldo López of the Popular Will party, and attempted to arrest a retired general. This has drawn international attention and criticism by Amnesty International, Human Rights Watch, the Venezuelan Catholic Church and other groups. Lopez, in his own New York Times piece protested the legitimacy of his arrest, and wrote of the declining state of the country, pointing to its high murder rate, inflation, and scarcity of basic goods, as well as widespread protestor arrests and alleged human rights abuses that he referred to as evidence of the "government's criminalization of dissent." The government claims that López, who was initially charged with murder, is guilty of the violence, and thus must be tried. Two opposition mayors were arrested; one by SEBIN intelligence agents after being accused of stoking violence and "civil rebellion", and another jailed by the Supreme Court for failing to comply to an order to remove barricades. President Maduro claims that such barricades caused over 50 deaths.".
