ACVN’s membership includes the main cities and towns throughout the country. The mission of ACVN is to create a network for mutual support and exchange of experiences in urban management and development contributing to the economic, cultural and social development of Vietnamese cities. The Association supports cooperation among members and plays an advocacy role towards the Government of Vietnam by developing inter-city programmes, facilitating the exchange of knowledge and experience on issues pertaining to urban development, and organizing training courses on technical issues and political forums on national matters.The Association of Cities of Vietnam (ACVN) is a voluntary social organization of Vietnamese cities. The Association was founded in 1992 as an organization of provincial cities by the five cities of Viet Tri, Nam Dinh, Vinh, Hue and Da Nang. On 17 July 2000, it was then officially named Association of Cities of Vietnam (ACVN) with the decision of the Prime Minister: No 45/2000/QD-BTCCBCP. Operating both as a Non Governmental Organization (NGO) and as a Social Professional Organization, the Association is the only organization of local governments in Vietnam and with a total number of 96 members (including cities from rank IV to rank special cities and I).Since its foundation, the ACVN has defined its role as a provider for continuous exchange of experiences among its members as well to strengthen its international cooperation in different fields of urban management and development. The ACVN has recently redesigned its website. The website plays a vital role in ACVN’s development progress, as it facilitates the exchange of information among ACVN members and widens the international cooperation. It is registered as a NGO under the State management of the Ministry of Home Affairs and gets professional supports from the Ministry of Construction and related Ministries and Branches. The organization includes an Executive Committee, Monitoring Board, Secretariat and the operation office.Executive CommitteeThe Executive Committee includes 23 members (one President and four Vice Presidents and 14 executive members). The Committee is elected for a 5-year term at the annual congress, in which all the member cities are represented. The Executive Committee elects the ACVN Chairman and Vice Chairmen and also nominates the members of the Secretariat. It is the highest political decision making body.The responsibilities of ACVN Executive Committee include the organization of congresses and annual meetings. Furthermore it is their duty to approve the implementation of the ACVN’s activities, strategies and other important decisions.Monitoring CommitteeThis Monitoring Committee (MC) consists of four ACVN members: Thai Nguyen City, Bac Giang, Ninh Binh and Ha Tinh City. Thai Nguyen city is currently chairing this Committee.The MC has the responsibility of monitoring the implementation of ACVN’s regulations and resolutions and is in charge of supervising ACVN’s financial management.SecretariatThe secretariat includes 3 members, a Secretary General and two Vice Secratry Generals with the tasks of consulting and assisting the ACVN’s President, Vice-Presidents and Executive Committee members to operate the Association’s activities.The Secretariat core responsibilities are enforcing resolutions, programs and action plans decided by the Congress and during annual meetings and directing activities of the ACVN office.Member of International OrganizationsTo strengthen the international cooperation through sharing experiences and knowledge exchange, the ACVN has become member of two global and regional organizations, the United Cities and Local Governments (UCLG) and the Citynet. Thanks to the active participation in these organizations, various activities have been organized with the significant participation of ACVN members in international workshops, conferences and training courses.United Cities and Local Governments Asia Pacific (UCLGASPAC)United Cities and Local Governments has its headquarters in Barcelona and represents over half of the world’s total population and defends the interests of local governments on the world stage. The organization’s stated mission is to be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests through the cooperation between local governments and within the wider international community.ACVN became a member of the UCLGASPAC's in 2002. Since then, the ACVN has been invited to participate into many seminars, workshops and training courses organized by the UCLGASPAC and has contributed to develop several policy documents of the orgnanization. The ACVN and UCLGASPAC also jointly apply for projects relating to the development fields of local authoritiy. The ACVN is currently implementing the project "Partnership for Democratic Local Governance in Southeast Asia" which is funded by the EU.CITYNETFor over 20 years, CITYNET (The Regional Network of Local Authorities for the Management of Human Settlements) has committed itself to helping local governments improve the sustainability of human settlements. Starting with 26 members in 1987, CITYNET has grown to become an international organization of more than 100 members in more than 20 countries, most of which are cities and local governments in the Asia-Pacific region. It is their mission to work towards people-friendly cities that are socially just, ecologically sustainable, politically participatory, economically productive, culturally vibrant and globally connected.The ACVN applied for the CITYNET's membership in November 2007. After becoming a member in the same year, the ACVN has regularly been updated on international urban development trends. This enables the ACVN to better support the urban sector in Vietnam, which is currently faced with many urgent issues and problems.
