Prior to being elected as a Member of the Legislative Assembly of Alberta, Mr. Luan served as a social worker for the former Alberta Family and Social Services, and then as a social planner for the City of Calgary, managing funding for nonprofit social service agencies. Mr. Luan is proud to have made a difference in many lives through his distinguished professional service and volunteer contributions serving his community. He was the recipient of the Queen's Diamond Jubilee Medal in 2012. During the fall 2013 sitting of the Alberta Legislature, MLA Luan brought forward Motion 513 on Heritage Language Schools. The purpose of the Motion was to assist and promote in the establishment of heritage language schools across Alberta. On October 28th, 2013, Motion 513 was passed in the House with unanimous support by all parties. MLA Luan also introduced Bill 211, the Education (International Language Programs) Amendment Act, 2013, in the Alberta Legislature for First Reading on December 2nd, 2013. This Bill also dealt with the topic of Heritage Language Schools and international language programs. Bill 211 outlined what is encompassed in the term “international languages program,” and mandated that school boards provide classroom space provided a minimum number of students were enrolled in an international language program. The Bill did not proceed to Second Reading as the fall sitting of the legislature adjourned on December 4th. In early 2014, a new session of the Legislature was declared, which meant that legislation from the fall 2013 sitting would not be carried over.".
