- Karaburun_tragedy abstract "The Karaburun Tragedy, also known as The 9 January Tragedy in 2004 was a fatal incident that occurred during the journey of 36 people from northern Albania, two dinghy drivers and the smugglers' leader, who were trying to cross the Strait of Otranto off the southern coast of Italy in an inflatable boat. They were headed toward Brindisi, Puglia. Twenty-eight died or were declared lost. The Karaburun Tragedy is an Albanian emigrants' marine tragedy with the second highest mortality rate after the Otranto tragedy in March 1997, when the Albanian ship Kateri i Radës, transporting clandestine passengers, was hit by the Italian combat ship Sibilla, resulting in the death of 84 people.Unemployment, low income, and difficult living conditions forced people to leave Albania, especially in the 1990s. Harsh visa requirements and the great difficulties involved in obtaining a visa through foreign embassies, followed by a process involving lengthy, complex, costly and often humiliating procedures, were the main reasons leading to illegal emigration.Albania signed its first Readmission Agreement with Italy on November 18, 1997. In August 2002, after demonstratively burning some illegal trafficking inflatable boats in the mole of Radhima, Albanian Prime minister Fatos Nano declared that "… we are burning the past and piracy from our coasts. There’s no more rubber dinghies and traffickers on the waters of the Republic of Albania." Despite the political reforms and successes of the Albanian government in their efforts to stop illegal emigration, in early 2004 this phenomenon still existed and the 9 January event was strong evidence. Only after almost seven years, on November 8, 2010, did the Council of the European Union approve visa-free travel to the Schengen Area for Albanian citizens.".
