The elections were held on 13 June 1999 to elect the 102 members of the Assembly, a decrease of one seat compared to the previous elections.Voting was on the basis of universal suffrage in a secret ballot. The electoral system used was closed list proportional representation with seats allocated using the D'Hondt method. Only lists which polled at least 5% of the total votes (including votes "en blanco" i.e. for "none of the above") were eligible for seats.The elections saw the People's Party (PP), win an absolute majority of votes and seats for the second successive election, slightly increasing their vote share and gaining a seat. After losing ground in the three previous elections, the Spanish Socialist Workers' Party (PSOE) recovered lost ground at the expense of the third party, United Left (IU). The latter lost over half their seats. One of the first tasks of the Assembly was to elect the President of Madrid from among their number, with the incumbent, Alberto Ruiz-Gallardón of the PP, re-elected.".
