Additionally, Foley graduated from the Naval War College in 1968 and was recognized as a Distinguished Graduate of the Air War College. During his years of service, Foley was the recipient of numerous honors and awards, including the US Navy Distinguished Service Medal, French Legion of Honor, Japan Order of the Rising Sun (First Class), and the Secretary of Energy's Gold Medal for Distinguished Service.".
