The French had established themselves on the western portion of the islands of Hispaniola and Tortuga by 1659. In the Treaty of Ryswick of 1697, Spain formally recognized French control of Tortuga island and the western three-eighths of the island of Hispaniola, and in the 1795 Peace of Basel, Spain ceded the eastern five-eighths of Hispaniola to France.In 1791, the slaves and some free people of color of Saint-Domingue began waging a rebellion for independence. France controlled the entirety of Hispaniola from 1795 to early 1804. The last French troops withdrew in late 1803, and in 1804 the territory declared its independence as the Republic of Haiti. Spain reconquered the eastern portion of the island in 1809.".
