- Tran_Ngoc_Chau abstract "Tran Ngoc Chau (born 1923) was a Vietnamese soldier (colonel), civil administrator (mayor, provincial chief), politician (leader in the National Assembly), and later political prisoner, in the Republic of Vietnam until its demise with the Fall of Saigon in 1975. Much earlier in 1944, he had joined the Viet Minh and fought for independence. Yet as a Vietnamese Buddhist by 1949 he had decided against communism and so then switched sides. In particular, Chau later became known for his innovative approaches to the theory and practice of counterinsurgency, such as the provision of "pacification" and security to civilian populations during civil war and revolution, here the Vietnam conflict.After leaving the South Vietnamese Army, he was elected in 1967 to the newly formed National Assembly which met in Saigon. There he associated with the political opposition to the policies of President Thieu. Because of his communist brother, Chau was accused of treason in 1970 and sent to prison for several years. Eventually he was released to house arrest, only to be sent to a communist re-education camp after Saigon fell. In 1979 he and his family escaped by boat to America.".
