Roosevelt's Democratic Party lost a net of 72 seats to the Republican Party, who also picked up seats from minor Progressive and Farmer-Labor Parties.Multiple factors helped cause the Democratic defeat. Roosevelt's intervention in the Democratic primaries angered conservatives; the liberal element in the party was bitterly divided as the AFL and the CIO labor unions fought each other; Congress had achieved nothing, beyond the embarrassing defeat of Roosevelt's Supreme Court packing plan. The Republicans were united, and boasted bright potential stars such as Robert A. Taft of Ohio, Earl Warren of California and Thomas Dewey of New York. They had shed their weakest members in a series of defeats since 1930. Most important, the economy was in a sharp tailspin--the [[Recession of 1937|a serious recession hit hard undermining Democratic promises their New Deal programs would be a success], just as it seemed that the Great Depression was finally ended.Internal Democratic strains were exacerbated by an all-out effort led by President Roosevelt to target powerful conservative senators for defeat in Democratic primaries, including Walter George of Georgia, Millard Tydings of Maryland and Ellison Smith of South Carolina, along with the chairman of the House Rules Committee, John J. O'Connor of New York. All but the last were reelected.While a number of New Deal supporters won primary elections, such as Sen. Alben Barkley in Kentucky, who defeated Happy Chandler, Sen. James P. Pope of Idaho, a prominent New Deal supporter, lost his bid for re-nomination, as did California senator William McAdoo. While these are, strictly speaking, matters that relate to the Senate races, the controversy had its effects on House races. However, the numerous seats Democrats won in the 1930, 1932, 1934 and 1936 elections means that the Democrats would have faced a difficult position in defending a large number of marginal seats, even without those pressures. Overall, the Democrats would go on to lose 72 seats in the House, though with 262 seats, they retained a majority.".
